The Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act (Clery Act) requires all colleges and universities that participate in federal financial aid programs to retain and disclose information about crimes in specific reporting geography. The purpose of this reporting form is to provide a process for documenting the details (What, When, and Where) of certain reportable crimes and/or non-criminal hate motivated incidents, which have been reported to a Campus Security Authority (CSA) other than the Abilene Christian University Police Department (ACUPD). Data collected on this form is to be used to increase public safety, not to identify the victim; therefore, the victim’s identifying information is not included on this form. It is the policy of Abilene Christian University to encourage victims and/or witnesses to crime(s) to report such crimes to the ACUPD and/or to a designated Campus Security Authority. All cooperating victims who do not wish to remain anonymous should be directed to the ACUPD or the law enforcement agency having jurisdiction where the crime occurred.
Clery documentation is not satisfied by simply directing/referring the reporting party to the police department. For the University to satisfy the statistical reporting requirements of the Clery Act, all CSA’s are required to complete this form when any of the defined offenses are reported to them. After submission, the form will be forwarded to the Abilene Christian University Police Department; however, this is not a police report and will not generate a police report or police investigation. Please note that while completing this form fulfills your duty associated with the Clery Act, incidents that involve allegations of Sexual Harassment, Sexual Assault, Sexual Misconduct, and Title IX Policy and Complaint Procedure shall be promptly reported to the Title IX Coordinator who will work with ACUPD to ensure Clery obligations are met.

Campus Security Authority (CSA) Reporting
Who are Campus Security Authorities?
Campus Security Authority (CSA) is a Clery-specific term that encompasses four groups of individuals and organizations associated with an institution.
- Members of the Abilene Christian University Police Department.
- Any individual or individuals who have responsibility for campus security but who do not constitute a campus police department. This group includes individuals who monitor access into a campus facility, non-police staff who provide security services on a full-time or part time basis. Examples would include the Student Life and Residence Life staff
- Any individual or organization specified in an institution’s statement of campus security policy as an
individual or organization to which students and employees should report criminal offenses. - An official of an institution who has significant responsibility for student and campus activities, including, but not limited to, student housing, student discipline and campus judicial proceedings. An official is defined as any person who has the authority and the duty to take action or respond to particular issues on behalf of the institution. Some examples of CSA’s in this category include, but are not limited to: academic deans; student affairs / residential life officials; coordinator of Greek affairs (or related positions); athletic administrators including director, assistant directors and coaches; student activities coordinators and staff; student judicial officials; faculty and staff advisors to student organizations; student advisors.
Who is not a CSA?
The following non-CSA positions / functions include but are not limited to: faculty member without responsibility for student and campus activity beyond the classroom; physicians/nurses in the Medical Clinic who only provide care; clerical or administrative support staff; cafeteria staff; facilities maintenance staff; information technology staff, licensed mental health or pastoral counselors, when acting within the scope of their license or certificate; and other like functions.
